Proposed Kenya Diaspora Governance Structure Initiative--Electing Diaspora Governor and Assembly
The Kenyan Diaspora- can be said- is Kenya's 48th county. It is also Kenya's largest and wealthiest county. Although the Diaspora will not have official county status, it can still organize itself along the patterns of a Kenyan county-i.e. have an elected Governor, Deputy Governor, Sectoral Secretaries and County Assembly with reps from various countries/regions of the world. These can easily be paid for through Diaspora collective action (not Kenyan taxpayers). With a contribution of only US$3 a year and a million Diaspora members joining their county governance, this would bring $3 million a year operational budget, enough to pay the elected officials and give them the infrastructure to serve the members full time. The Kenyan Diaspora County Governor would be like the Puerto Rico Governor, who is not considered one of the 50 US governors since Puerto Rico does not have the status of statehood, but its citizens are US citizens.
The proposal of having a fully functioning Diaspora County governance will be thoroughly discussed at the forthcoming Kenya Diaspora Summit Unity Roundtable #1 on April 14, 2012 at the University of Massachusetts, Boston, USA. If passed, then an interim governance team will be selected to immediately embark on preparing for county elections to be done simultaneously during Kenya’s General Elections.
